Orenrehkowa Roiane Iothore – Howard Thompson stated, "It should be clear that all decisions, final agreements, settlement packages would need the consent of Council. I was given this mandate some years ago and updates were sent to Council, even though some Chiefs refused to attend the leadership meeting to receive those updates.

The mandate also was expressed to the leader, and yes, even the ones who were against the settlement that when the settlement was finalized, I will bring the agreement to them. Once there was any kind of settlement agreement, all leaders were to gather the minds of their clans on whether the agreement will or will not be accepted. This is the mandate to this day and it is being followed through with."
