Franklin County Receives and Processes Public Comments on Draft Scoping Documents for Proposed County-Wide Multi-Use Trail

FRANKLIN COUNTY – Franklin County has successfully concluded the public comment period for the draft scoping documents related to the proposed county-wide multi-use trail. Responding to community feedback that requested more time for review, the County extended the comment period from June 14, 2024, to July 12, 2024.

During this period, the County received over 100 responses from residents. The feedback highlighted concerns, particularly from the southern end of the County, regarding the use of Off-Road Vehicles (ORVs) on the trails and any road connections between trailheads. In light of these comments, Franklin County is revising the proposed trail system to better align with community concerns. Updated maps are currently being developed to reflect these adjustments. These maps will also feature enhanced clarity and detailed coding to clearly depict the allowable uses of each section of the trail.

Phil Hans, Director of Economic Development and Tourism for Franklin County, stated, "We’ve heard the concerns of our residents and are actively making adjustments to the proposed trail system based on the feedback received. It’s clear that certain areas in the southeastern part of the County, especially those within the Park, do not support ORV use. We value this input and are revising the trail system accordingly. The removal of ORV routes in these areas will be reflected in the updated maps. The public comment process has worked as intended—soliciting input from residents to guide changes. We are grateful to everyone who took the time to review the proposal and share their thoughtful comments."

Franklin County plans to hold a public forum once the updated maps and revisions are complete. The date for this forum will be announced on the County’s website under the Economic Development and Tourism section. It is important to note that this forum will be in addition to the public hearing required by the State Environmental Quality Review Act (SEQRA).

Edward Lockwood, Chairman of the Franklin County Legislature, added, "I want to extend my gratitude to all community members who shared their thoughts and ideas on the proposed trail system. Your voices have been heard, and our tourism office is committed to ensuring the trail system reflects your input."
