Purpose
This Request for Proposals is to solicit a consultant to assist the Mohawk Council of Akwesasne in development of a proposal for a First Nation Model toward Default Prevention and Management of finances through a concept of Restorative Financial Management utilizing Restorative Justice Principles.
Overview
The government of Canada has a policy for First Nations that is for Default Prevention and Management of finances within a First Nation. The current Default Prevention and Management is punitive and counterproductive. To help mitigate the punitive areas of the Policy, First Nations will work toward their own process of financial default management that fits the needs and goals of its community. The Government of Canada, namely Indigenous Services, has agreed to work with the Mohawk Council of Akwesasne in development of a First Nations Restorative Financial Management model that is based on Restorative Justice concepts. A proposal report would need to be available for review by March 31st 2018.
Objectives
The objectives of the model for First Nation Default Prevention and Management will be to:
• Assess community capacity;
• Set the stage for an open, inclusive and accountable planning process, based on restorative justice principles;
• Inform and engage communities about the planning process;
• Enable the community to establish a vision for its future and implement projects to achieve that vision;
• Help to ensure community projects and programs are thought through, make sense and are the best use of resources; and
• Guide the process results to link with Indigenous Services goals of:
-Sufficient, long-term funding
-New fiscal relationships based on mutual accountability
-Better reporting and accountability measures
-Different visions of and paths to self-determination respected
-Indigenous-led services supported by Indigenous institutions and governments
-Flexibility in government response to meet specific needs
Scope of Work & Tasks
The Consultant will be asked to complete the following tasks:
• Gather background information to understand the current situation regarding Default Prevention and Management;
• Review the assembled information to understand what needs to be built on based on First Nations need;
• Create a path for creating a Vision statement and Values for what a community would want to look like in the future;
• Build a strategic framework as the basis for the Financial Management Plan;
• Set goals and objectives as a strategic pathway for communities to take to fulfill their vision;
• Identify activities and projects to help achieve those goals and objectives; and
• Create an implementation strategy including priorities, indicators of success, responsibilities, timeframes, and required resources and support for implementation.
• Create outcomes measurement of learned objectives to ensure the community is able to take over their own financial management.
The above work will be summarized in a report that will be the outline for a Restorative Financial Management Model.
Proposal Requirements
Consultant proposal must highlight the following:
• Costs: a complete budget breakdown including all expenses and any GST if applicable must be included;
• Qualifications and Experience of Team;
• Involvement of local labour;
• Work plan, Timetable and Methodology to be employed.
Mandatory requirements of all proposals include:
• Company profile;
• Individual resumes of team members;
• Project work plan;
• Project methodology;
• Project budget;
• Project timetable;
• Proof of WSIB if warranted; and
• Errors & Omissions Insurance.
Closing Date & Schedule
All proposals must be received by 4:00 PM on February 15, 2018.
