Wendell R. King Jr., 31, of 191 Raquette Point Road was ordered by Judge Jerome J. Richards to pay $6,654.56 to Walmart, and $7,176.58 to Shawn M. Flanders. The total restitution for various crimes, including theft of TVs and Mr. Flanders Jeep, is $13,831.14.

AGGRAVATED UNLICENSED OPERATION

Frank W. Laughing, 71, of 513 Cook Road, Hogansburg, was charged by Massena Village police with third-degree aggravated unlicensed operation of a motor vehicle, operation of a vehicle with a suspended registration and operation of a vehicle with no insurance following a traffic stop on East Hatfield Street, Massena at 5:11 p.m. Friday.

SPEEDING

Tyler A. Jacobs, 22, of 2 John Oakes Lane, Hogansburg, was ticketed by Massena Village police for speeding and operation of an uninspected motor vehicle following a traffic stop on state Route 37 in Massena at 10:03 p.m. Thursday. He was then turned over to state police who had a warrant for Jacobs’ arrest.

OPEN CONTAINER

Matthew M. Buckshot, 22, of 112 Buckshot Road, Cornwall Island, was charged by Massena Village police with an open container violation on Andrews Street, Massena at 2:35 a.m. Friday.

CRIMINAL TRESPASS

Orlan M. Lazore, 18, of Hogansburg and Brett A. Laughing, 16, of Fort Covington were charged by Malone-based state police with second-degree criminal trespass Thursday in connection to an incident reported to troopers in the early morning hours of July 17 in the town of Moira.

Zachary Smith-Dunn, 17, of Bombay and Autumn Rourke, 17, of Hogansburg had previously been charged with second-degree criminal trespass as part of that same investigation.

INADEQUATE TAIL LAMPS

Garry A. General, 54, of McGee Road, Akwesasne, was ticketed by Massena Village police for operating a vehicle with inadequate tail lamps following a traffic stop on Main Street, Massena at 12:25 p.m. Sunday.

MALL STORE OWNER GETS PROBATION, COMMUNITY SERVICE, FINES

Richard S. Hartunian, United States Attorney for the Northern District of New York announced that, CENGIZ GULBAY, age 38, of Henrietta, New York was sentenced on August 23, 2012 in U.S. District Court in Syracuse to 3 years of probation, 120 hours of community service and a $100 special assessment. He was also ordered to pay a fine in the amount of $4 thousand dollars and make $8 thousand dollars in restitution to the victims in connection with his conviction for Trafficking in Counterfeit Goods.

Cengiz Gulbay operated Cool Cellular Accessories in Salmon Run Mall, Watertown,

New York and two stores at the St. Lawrence Centre Mall in Massena, New York selling consumer goods and cellular telephone accessories. On December 20, 2010 and April 4, 2011 Special Agents from the U.S. Department of Homeland Security Investigations seized from these locations 7,901 counterfeit scarves, handbags, holiday ornaments and jewelry purporting to be manufactured by Chanel, Coach, Louis Vuitton, Rudolf & Me, Inc., and others. The legitimate manufacturers confirmed that the seized articles were not genuine. All the counterfeit items were later forfeited by Cengiz Gulbay to the U.S. Department of Homeland Security.

This prosecution resulted from an investigation by The U.S. Department of Homeland Security/ICE/Homeland Security Investigations (Alexandria Bay, New York Resident Office).
