This change was made possible by the Community Eligibility Provision through the U.S. Department of Agriculture. Owen was born on February 22, 1976 in Cornwall, Ontario, the son of Joseph and Lucille (Lazore) Peters. He attended Snye School, AMS and later General Vanier Secondary School.
